how many monuments there are to those Philadelphians who fell\n    in the defense of democracy and freedom and who are honored for what Pericles calls\n      &#8220;extraordinary valor.&#8221; On the left is the reconstructed ancient memorial\n    which lists the names and of each Athenian soldier\u00a0 &#8211; according to his tribe &#8211; who\n    died fighting the Persians at Marathon. Below are views of the Philadelphia memorial\n    (along Penn&#8217;s Landing, but across the street from the river) that recognizes in much the\n    same way &#8211; names inscribed in marble &#8211; the similar very special sacrifice made by each and\n    every Philadelphian soldier who died in the defense of freedom in South Vietnam. Democracy brings\n    equality, merit brings public success, social and economic mobility is encouraged, the law\n    protects all: &#8220;We alone consider\n    the man who refuses to take part in city affairs useless,&#8221; Pericles announces. And he gets in a jab at Sparta\n    by proudly proclaiming that &#8220;rather\n    than look upon discussion as a stumbling-block in the way of action, we think it is an\n    indispensable preliminary to any wise action at all.&#8221;<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-yp0w63h elementor-widget elementor-widget-text-editor\" data-id=\"yp0w63h\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The institutions of Athenian democracy back\n    up Pericles&#8217; claim: ordinary citizens made up almost all the governing bodies of 5th\n    century Athens, including the <em>Ekklesia<\/em>, the <em>boule<\/em>, and the <em>prytaneis<\/em>.\n    The <em>Ekklesia<\/em>, or Assembly, which passed laws and made policy decisions, met on\n    the Hill of the Pnyx (all citizens were eligible to attend such meetings and speak up).\n    The <em>Boule<\/em>, or Council of the 500, was charged with administering decisions made\n    by the <em>Ekklesia<\/em> and met in the Bouleterion in the Agora. The <em>prytaneis<\/em>,\n    or &#8220;Presidential Council,&#8221; was a subcommittee of the <em>boule<\/em> and lived at\n    state expense in the <em>tholos<\/em>, or &#8220;Round Building&#8221; in the Agora. By\n    Pericles&#8217; time, the <em>Areopagus<\/em> (named for the Hill of Ares it sits on) had lost a\n    lot of its power since the previous era, but it was still the court where murder cases\n    were tried.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-vyozr6x elementor-widget elementor-widget-image\" data-id=\"vyozr6x\" In\n    fact, things aren&#8217;t really all that different here in Philadelphia today, except that\n    perhaps American citizens are more likely to wonder what &#8220;our country can do for us\n    rather than what we can do for our country.&#8221; But even our own Philadelphia literally\n    revolves around City Hall (it is the hub of the city planner&#8217;s wheel) &#8211;\u00a0 where laws\n    are conceived, legislated and enforced &#8211; and where average citizens participate in\n    self-governing by voting and <a href=\"..\/..\/washington\/juryduty.htm\">serving on juries<\/a>. It is Pericles&#8217; rhetoric that makes this speech famous and the model for so many\n    others in the course of history (in your IH Guide you will find <a href=\"..\/..\/washington\/gettysburg.htm\">Lincoln&#8217;s\n    Gettysburg Address<\/a>, but one example). <em>Rhetoric<\/em> can be defined as &#8220;the\n    power to persuade.&#8221; Throughout his speech, Pericles holds up glory as the richest\n    incentive for men to jump into the fray: Athens is a glorious city because of the\n    sacrifices of previous generations of men, and this generation, too, must shoulder its\n    burden. And while fighting for your country can help bring about a victory, it also has\n    the benefit of bringing you personal glory, something Pericles hawks as a rare and\n    precious commodity and gained in no other way but by dying for your country:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-kqz0fnt elementor-widget elementor-widget-text-editor\" data-id=\"kqz0fnt\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Pericles&#8217; speech is certainly\n    persuasive &#8211; and its emotionality is very much based in reality. Go to <a href=\"PericlesAmerica.shtm\">Arlington National Cemetery<\/a> in Washington, D.C.\n    and see what Pericles is talking about.
